One UN Report 2010


un-logoThe United Nations Development Framework (UNDAF) defined five outcomes that would guide the UN programmes in support of Government priorities and efforts that are delineated in the Vision 2014. The outcomes are: strengthening democracy, good governance and administration; support to national Government and its social partners to accelerate economic growth and development for the benefit of all; strengthening sub-regional institutions to consolidate the African Agenda and promote global governance and South-South co-operation; strengthening Government's efforts to promote justice, safety and security; and intensification of poverty eradication interventions.
Following the approval of the UNDAF by the Government of South Africa and the Executive Board, the UN family constituted itself in five different clusters that mirror the Government clusters of governance and administration; economic; investment and employment; international relations; peace and security; justice, crime prevention and safety, and the social cluster. The current UN individual and joint agencies programmatic partnership with the South African Government has been defined along these clusters and aligned to national goals.

The 2009 general elections ushered in a new electoral mandate for the Government of South Africa leading it to prepare the Mid Term Strategic Framework (MTSF) that defines the priorities, strategic objectives and targets for the Government of South Africa for the period 2009 - 2014. These priorities have been expressed in the form of 12 outcomes which guide the planning and resource allocation process. They focus on the following: (i) improved quality of basic education; (ii) a healthy life of all South Africans; (iii) safety and security for all South Africans; (iv) decent employment through inclusive economic growth; (v) skilled and capable workforce to support an inclusive growth path; (vi) efficient, competitive and responsive infrastructure network; (vii) vibrant, equitable and sustainable rural communities with food security for all; (viii) sustainable human settlements and improved quality of household life; (ix) responsive, accountable, effective and efficient local government system; (x) protection and enhancement of environmental assets and natural resources; (xi) creation of a better South Africa and contribution to a better Africa and a better world; and (xii) an efficient, effective and developmental oriented public service and an empowered, fair and inclusive citizenship.The launch of the MTSF 2009-2014 led the UN agencies in South Africa to adjust their programmes for a better alignment with the 12 national outcomes that constitute the Government's priorities.

The purpose of this report is to capture the UN's contribution to the Government's outcomes in the following areas: policy support, MDGs mainstreaming and attainment, knowledge management, human rights, human settlements, capacity building, HIV and AIDS, monitoring and evaluation (M&E), food security, good governance and service delivery, Information and Communication Technologies (ICT), energy and sustainable development, gender equality, anti human trafficking and regional cooperation.

The 15 UN agencies, including UNIC, have contributed to these outcomes through their various programmes are: UNDP, UNICEF, WHO, FAO, ILO, UNFPA, UNAIDS, UNESCO, IOM, UNODC, UNHCR, UNIDO, UNIFEM and UN-HABITAT. However, the UN Country Team in South Africa comprises 17 UN organisations. Some of the work done by these agencies, especially in the normative field, knowledge management and support to refugees is not within the scope of the 12 national outcomes and would need another reporting process and format. The programmes and projects are implemented through partnerships with national, provincial and local governments, public institutions, civil society and private sector organisations with which the UN has established valuable partnerships.

The UN in South Africa is committed to contributing to Human Development, under the Delivering as One approach. The UN system seeks to further strengthen the management and coordination of the UN activities to support the Government and other relevant stakeholders to achieve the national priorities and multi-lateral agreements such as the Millennium Development Goals (MDGs) in its effort to contribute to the creation of a better South Africa, a better Africa and a better world.
