The UNDAF's five priority areas derive from the national development goals, and the country programme outcomes are based on the Government's outcomes as articulated in the National Programme of Action. The five priorities may be summarised as follows: a) Governance and Administration to enable service delivery to all South Africans in an equitable manner; b) Economic, Investment and Employment to stimulate the economy for growth and equitable re-distribution of the country's wealth gains; c) International Relations, Peace and Security to promote South Africa's role in rights-based development, strengthen regional institutions and democratic principles towards improved regional peace and security; d) Justice, Crime and Prevention for ensuring that the safety and security needs of all South Africans are met; and e) Social services aimed at ensuring that all South Africans -especially those from the previously-disadvantaged groups- have access to social services. Each of these priority areas has its outcomes, which form the basis of the outcomes of the various Country Programmes (CPs).
In further pursuance of achieving strategic alignment with the Government's priorities and planning framework, and considering that the Government's National Strategic Plan runs from 2004 - 2014 --with a mid-term review scheduled for 2009-- the UNDAF has been designed to also correspond with the Government's long-term planning vision and framework. Thus, the next UNDAF will operate from 2007 - 2010, to be followed by the second UNDAF from 2011-2014. This will enable it to benefit from the recommendations of the Government review exercise scheduled for 2009. Hence, the UNDAF represents the UN's joint response to supporting the Goverment to address its national priorities as articulated in the country's Vision 2014 and contextualised within the MDGs.
The UN development system's collaboration through the UNDAF (2007 - 2010) has been aligned to the key national priorities and aspirations focusing on the promotion of Good Governance and Administration; Economic, Investment and Employment; Poverty Eradication; and Energy and Sustainable Development.
Within the UNDAF outcome framework UNDP's support is specifically targeted to the outcome on democracy, good governance and administration strengthened and poverty eradication interventions intensified. In line with this UNDP provides the following specific interventions:
- Improved capacity of provincial and local government to deliver effective basic social services;
- Strengthened participatory Governance processes;
- Strengthened Government ability to develop and implement coordinated second economy interventions;
- Developed comprehensive Sustainable Development Framework;
- Strengthened capacity of Government to mainstream and implement the HIV and AIDS comprehensive plan;
- Improved and expanded capacity of the National Health System to deliver quality service; and
- Strengthened rural development support and coordination.
